Cabinet departments, independent agencies, the legislative branch, and the inspectors general and oversight bodies attached to them. This sector does not read resumes, it scores announcements. Applications are rated against the specialized experience statement almost word for word, with series, grade, time in grade, and hours per week all treated as eligibility facts rather than as detail. It is also the most procedurally forgiving employer in the country if you follow the process and the least forgiving if you do not.
Government contracting
The professional services firms, integrators, and small businesses that deliver the work agencies buy, concentrated across Northern Virginia. Panels read for contract vehicles, agency customers, cleared status, and whether you have carried a program through a recompete. Your employer of record often matters less than the contract you sat on, and candidates routinely omit the one thing a hiring manager is looking for: the agency and the prime.
Defense, intelligence, and cyber
Uniformed and civilian defense components, the intelligence community, and the cleared contractor base built around them, running from the Pentagon out past the beltway. Clearance level, polygraph status, and adjudication currency are applied as filters before experience is read, and in this sector a clearance is straightforwardly compensable. Trade associations, professional societies, advocacy organisations, think tanks, foundations, unions, and international financial institutions. No other city in the world carries this sector at this density. Panels read for membership growth, programme and event scale, revenue lines, coalition and stakeholder work, and policy outcomes. It is also the most common landing sector for people leaving the Hill or an agency who want to stay in the subject matter.
Healthcare, biotech, and research
Biomedical research agencies and the regulatory bodies alongside them, academic medical centres and large hospital systems across the region, and the life sciences corridor running up through Montgomery County. Hiring runs far past clinical into clinical research administration, regulatory affairs, quality, informatics, and grants management. Grant and regulatory vocabulary screens first here in the same way clinical licensure does elsewhere.
Technology and corporate
Cloud and enterprise technology offices, the largest concentration of data centres in the world out toward Dulles, telecommunications, and the corporate headquarters, law firms, and real estate businesses serving the region. These employers draw from the cleared workforce and the commercial one at the same time, which makes them the most common bridge for someone leaving government work but not the region.

Federal and contractor pay are not the same negotiation
Inside government the number is largely set: a published scale with a locality adjustment, and the negotiation is about series, grade, step, and occasionally a superior qualifications appointment justified in writing. On the contractor side the number comes from the bill rate on the contract, which means there is real room and it varies by vehicle and by how badly the seat needs filling. Knowing which conversation you are in changes what you should ask for and how.

In this region a current clearance changes what you can be paid, not just what you can apply to, and the premium is larger at higher levels and with a polygraph attached. State the level, the adjudication or investigation date, and the current status near the top of the page. Downtown, K Street, and the Golden Triangle
Associations, law firms, lobbying and public affairs, consulting, and the international institutions. The densest professional employment in the District and the best served by Metro from every direction. Hiring here runs on relationships and subject matter reputation more than on postings, particularly in the association and advocacy world where a great many roles are filled quietly.
Capitol Hill and NoMa
Congressional offices and committees, legislative affairs, advocacy organisations, and the agencies clustered nearby. Hiring is fast, networked, and cyclical, and pay is famously below what the same skill earns three miles west. It is a career entry point rather than a destination for most people, and the exit into associations, contractors, or firms is the move worth planning for from the start.
Federal Triangle, L\'Enfant, and the Southwest waterfront
Cabinet departments and independent agencies at scale. Almost everything here is hired through the federal process, which means the document requirements and the timelines are unlike anywhere else in the region. Telework and return-to-office policy has moved more here than in any other district and is worth establishing before you accept anything.
Arlington, Crystal City, and Pentagon City
Defense components, contractors, a major technology headquarters, and the professional services firms serving all of them. Metro access is excellent and the cleared employment density is among the highest in the country. This is the natural first radius for anyone leaving uniformed service or a defense agency without leaving the region.
Alexandria, Springfield, and Fort Belvoir
Defense agencies, logistics and acquisition commands, contractors, and the small business base supporting them. Quieter and less expensive than the Arlington corridor, with commutes that work well from the south and badly from Maryland. A great deal of acquisition and program management work sits here and is underapplied for.
Tysons, McLean, Reston, and Herndon
The centre of the contracting economy: integrators, consultancies, technology firms, and corporate headquarters along the Dulles corridor. Silver Line access changed who can reach it. Compensation here is driven by bill rates and clearance rather than by published scales, which makes it the part of the region with the most genuine negotiating room.
Loudoun, Ashburn, and Dulles
Data centres at a scale that exists nowhere else, aviation and logistics, aerospace, and the construction and facilities workforce building all of it. Shift work is standard across the data centre operations and pay reflects it. It is the fastest growing employment footprint in the region and the least understood by candidates who search only inside the beltway.
Bethesda, Rockville, and the 270 corridor
Biomedical research, regulatory agencies, hospital systems, biotech and device companies, and the clinical research organisations around them. A genuinely separate labour market with its own vocabulary of grants, protocols, and submissions. For anyone living in Maryland it is a far better radius than Northern Virginia, and the crossing between the two is the commute most people underestimate.

How a Washington panel reads you.
Five things that are true here specifically, in the order they hit your application.

The system reads you before a person does.
USAJOBS and the agency systems behind it do not screen the way a commercial applicant tracking system does. They rate your application against the announcement's stated qualifications, and an omission is treated as an absence rather than an oversight. Missing hours per week, an unstated series, or a specialized experience section that does not mirror the announcement will end an application on its own. The contractor systems alongside it are ordinary by comparison.

The federal resume is a different document, and longer.
Four to six pages is normal and appropriate. It wants full employment history, hours per week, salary or grade, supervisor details, and a specialized experience narrative written against the announcement rather than against your career. Everything the private sector teaches you about brevity works against you here. The reverse is equally true: that same document sent to a contractor or a commercial employer reads as unedited and unfocused.

Name the agency, the contract, and the prime.
In the contracting economy your employer of record is frequently the least useful fact about your last job. What a hiring manager wants to know is which agency you supported, on which contract or vehicle, under which prime, and what you owned inside that scope. Candidates list the company and omit all three, and the panel is left unable to place work that would otherwise have made them an obvious fit.

Credentials and clearance are applied before the read.
A clearance and its status, a PMP, a CISSP or equivalent security certification, a CPA, bar admission, a clinical or research credential, or a specific acquisition certification is treated as a gate rather than as a credit. Each belongs where a scanner catches it in the first ten seconds, with level and dates stated. Across this region a blank space is read as a no rather than as an omission.

Nothing here is permanent, and panels know it.
Contracts end, recompetes are lost, agencies reorganise, and administrations change priorities. Everyone reading your resume in this region has been on the wrong side of one of those, so a departure tied to a contract loss or a reorganisation carries no stigma at all, provided you name the cause. Why it works. A government client could mean anything and tells a hiring manager nothing. Vehicle type, headcount, staffing held through a freeze, CPARS ratings, and a recompete won are the exact facts a capture lead or a delivery director screens for, and they place the candidate on a specific contract in a specific agency in one line.
